The Herons Glen HOA 2nd Quarter Assessment fees are due on January 1, 2023. Payments must be received by January 15 to avoid late fees.

Paying Your HOA Assessment Fees
Residents who are not on Automatic Payments should consider signing up for auto pay or set up bill pay through your bank. This is the most secure way to make assessment payments.
Remember that bill pay through your bank takes extra time to arrive so please set the payment date early to avoid late fees.

If you receive electronic statements through email and do not find that you have received a statement prior to January 1st you are still responsible to pay the assessment fee on time.

Rentals & Forms

All leases or rentals must comply with the governing documents, rules and restrictions for Herons Glen. The Sub Associations Fairways, Meadows, and Solana HOA’s may be more restrictive but not less restrictive than the governing documents of the Herons Glen Homeowners Association. Owners are responsible to confirm additional restrictions in their Sub HOA.

All leases or rentals shall be in writing and shall be for a minimum term of thirty days. Owners are required to provide renters with copies of the Covenants, By-laws and all rules and regulations pertaining to living in Herons Glen.

Units must be rented only in their entirety; no fraction or portion may be rented. There shall be no subleasing of units.

Renters are required to obtain copies of the above documents, whether supplied by the owner or not. These documents are available in the HOA Office.

• All forms required by this policy, as well as a copy of the complete lease must be presented to the HOA Office at least 14 days prior to the rental date.

• A copy of the completed Rental Information Form (Attachment 1) must be presented to the HOA office at least 14 days prior to the rental date. If the Rental Information Form is not received as required, the renter will not be permitted to enter Herons Glen until verification of the lease has been accomplished.

• A signed acknowledgement by Renter (Attachment 3) stating they have read the rules and regulations (Attachment 2) must be presented to the HOA office on or before the day of arrival.

In the event that the owner defaults with HOA assessments, the HOA shall have the right to collect all rental payments due to the owner and apply the same against unpaid assessments. (per Florida Statutes)

The owner is strongly advised to review the applications of renters so that no convicted felons or persons of questionable character could become renters in Herons Glen. It is advised that language be included in the lease stating that there will be sufficient grounds for eviction for noncompliance of the Association rules and regulations.

Information on the extension of a lease must be supplied to the HOA office prior to the expiration of the original lease.

The association may levy reasonable fines up to $100 per day, up to $5000 per violation against any owner, or owner’s tenant, guest, or invitee for failure to comply with any provision of the Declaration, Bylaws or reasonable rules of the HOA. (per Florida Statutes)

TREASURER’S REPORT FOR 2022

Given at the HOA’s Annual Membership Meeting December 14, 2022

The Finance Committee had a productive year. Our committee members: Bill Beadle, Pat Colucci, Bill Dawes, Dennis Deluca, James Ingersoll, Tapan Kikani, Cathy Styles and John Trimble deserve a big thank you from the entire community for their dedication and hard work. Welcome John Trimble to the Finance Committee. Thanks to Bill Beadle for taking minutes at all our meetings.

The committee oversaw and completed several projects in 2022:

The security service by Securitas was not up to their previous standards and they were replaced by the Platinum Security Group.
Blue Stream continues to provide very good tv and internet service.

Bids to repave Herons Glen Blvd were recently solicited. Work is anticipated to begin early next year.

The Cindy Farley Memorial was begun and is nearing completion. Memorial pavers can be purchased to memorialize loved ones.

Currently Hurricane Ian costs are $144,000. Additional costs are estimated to be approximately $200,000. Joyce Gillespie, the HOA manager, early on, applied with Lee County for FEMA assistance to pick up agricultural storm debris caused by Ian. This probably saved in the order of $200,000 for pickup and disposal fees.

The damage and length of the electrical outage at Herons Glen was unprecedented. We are investigating installing a propane gas fed generator at the guardhouse. Wi-Fi for the guardhouse will then be available. A repeater for the security walkie talkies will allow communication between security personnel. Security for Herons Glen will be improved.

Substantial amounts of our liquid capital continue to be placed into CD and Money Market accounts from banks giving the best returns.

The HOA manager recently found a new technology telephone service for the HOA office and Guard house. Replacing Century Link for this telephone service will result in improved service with an annual savings of $6,500/year.

The committee members propose an Operating Budget as well as a revised Long Range Plan to the Board. Both were approved and our 2022/2023 assessments were increased by 5.8%. The HOA Board was able to keep assessments to a reasonable amount because of ongoing good fiscal planning. The committee budgets conservatively, and carefully, bearing in mind the realities of maintaining Herons Glen in the condition expected by its residents.

By the way, the Finance Committee only recommends projects to the HOA Board, which has the final decision.

Delinquencies continue to be minimal, thanks to the effort of our committee and our manager. We will continue to work with our attorney investigating all avenues available to us in the coming year to keep delinquencies to a minimum.

In addition to the issues, I have addressed above, the committee members make a complete review of the financials each month. The members review all delinquencies and determine if any additional actions may be warranted.

In closing, we have had a very successful year. These accomplishments could not have happened without the dedication of the committee members, our Manager, Joyce Gillespie, Kim Rambo, our assistant Manager and Lori our office assistant. They all have made my responsibilities much easier. Thank you all so much.

Annual Report 2022

For all residents a reminder of the purpose of the Compliance Committee. This committee's purpose is to determine whether to affirm or reject any fine or suspension levied by the HOA Board using the governing documents as its guidance. Those governing documents include Florida Statute 702.305, the appropriate sections of Herons Glen Articles of Incorporation, Bylaws, and the Declaration of Covenants, Conditions and Restrictions and any HOA Board approved Guidelines.

The Compliance Committee serving from Oct 1, 2021, to Sept 30, 2022, held two hearings on fines approved by the HOA Board. The Compliance Committee serving from Oct 1, 2022, to September 30, 2023, have held no hearings to date.

This committee's minimal workload is the direct result of the Herons Glen residents who follow the requirements of the Articles of Incorporation, Bylaws, and Declaration and Covenants, Conditions and Restrictions, and the Guidelines approved by the HOA Board with the diligent volunteer committee members who when a violation is identified worked with the individual residents to understand and correct the violation before the issue requires escalation to the HOA Board for consideration of a fine or suspension. We thank you!

Annual Report 2022

(A sub-committee of the Herons Glen HOA Communications Committee)

For our resident’s information, in our 17 years of publication we have not missed publishing an issue. That is 204 months of work that have resulted in a newspaper to your home each month. The newspaper committee consists of two groups. The newspaper production team and the newspaper delivery team.

Our production team currently has 7 members who write, edit and coordinate everything prior to submitting the newspaper to Seabreeze Publications for publishing the hard copy of the paper at no cost to our residents. The production team meets once a month to plan the upcoming newspaper. During this meeting we discuss potential articles including profiles of individual residents. Numerous residents submit articles and photos which we include in The Heron. During the Covid shutdown of Seabreeze, our production team produced our first soft copy of The Heron.

Rick and Pat Scharf have been leading the Delivery Team for four years and with their 45+ dedicated volunteers deliver the paper to the 1300 homes in Herons Glen. There are many steps in this delivery process that won't be listed here but have to be completed to get the newspaper to our residents. Not always an easy task but always done professionally and successfully. Rick and Pat have retired beginning this month and have been replaced with our newest volunteer, Dominic Polidoro. Dominic is excited to meet all our residents and work with his delivery team to provide The Heron to each resident.

The online copy of The Heron is available to all residents. It can be found on the HOA website.

Challenges overcome this year included illness, injury, retirement and loss of volunteers. The dedication of all our members and the enthusiasm they show each month is amazing! If anyone would like to join us in working on The Heron, our contact information is printed in each issue.

We thank the HOA Board of Directors for their support and the many Herons Glen residents who have worked with our teams to assure enjoyable and informative articles are included in each issue of The Heron.

Report for 2022

The Communications Committee is sad to announced that Rick and Pat Scharf are retiring from their position as Delivery Coordinators. We are pleased to announce that Dominic Polidoro has volunteered to serve as our new Delivery Coordinator. The newspaper can now continue to be delivered directly to residents.

We do want to let residents know that we researched how to better communicate that residents have an option to stop delivery to their homes and to use the online copy of The Heron. The online copy has been available for several years and will continue to be posted on the HOA website and a link provided on each weekly HOA bulletin. To stop home delivery, residents should send an email to HGnewspaper@gmail.com providing their name and address and deliveries will stop.

The Committee spent 2022 drafting new guidance which was approved by the HOA Board in October. The new Communications Committee will be working to that guidance. The committee will now be working to fill vacancies on our committee. We wish to welcome our newest member, John Stropes. Our Communications Committee Organizational meeting will be held in January 2023.
