There has not been any disruption to the Herons Glen HOA Accounting system

On 9/29/23 residents received an email notice from the HERONS GLEN RECREATION DISTRICT (not the Herons Glen HOA) concerning their online payment system. The notice from the Herons Glen Recreation District had nothing to do with your Herons Glen HOA quarterly payments. Since that time the HOA Office has received a high volume of calls about the districts payment system. The email DID NOT come from the HOA Office and there has not been any disruption to the HOA’s accounting system for payments. The system is working fine and if you are on ACH for your Herons Glen HOA payment it went through fine, and you do not need to do anything further.

Residents should always check the rules before adding or changing anything on their home or property. The deed restrictions, rules, guidelines, and standards can be found on the HOA website: www.heronsglenhoa.org or can be viewed at the HOA Office.

Rules for exterior decorations attached to the house:

Herons Glen HOA ARC Design and Development Guidelines- House Exterior Decorations

House Exterior Decorations No exterior decoration of any kind is permitted on a house, mailbox or lamppost. This includes cartoon characters, driftwood, fish, dogs, cats, birds, wreaths, artificial vegetation, names or nameplates, patriotic items, addresses other than on the lighted plaque installed by Builder, etc. EXCEPTIONS:

Decorations are permitted inside front entrance ways, loggias and lanais
• Wreaths are permitted on the main front door
• Clear plastic rain gauges mounted on the backside of the mailbox post protruding by no more than one inch above the post
• See Community-Wide Landscape Standards for permissible decorations not attached to home

Holiday Decorations
Christmas or other Holiday decorations are permitted starting the Monday before Thanksgiving and must be removed by January 10. During all other times of the year Holiday decorations are permitted, but only for a period not to exceed 7 days during the time of the holiday.

Rules for decorations not attached to the house:

Herons Glen HOA Grounds Community Wide Landscape Standards- Decorations
• These Landscape Standards apply to decorations placed in landscape beds, driveways, sidewalks or otherwise not attached to home (including, but not limited to: sculptures and nameplates)
• Decorations shall not be offensive in any manner or nature. The Grounds Committee will have the authority to make the determination of offensive.
• Artificial Flowers, plants and trees are not permitted with the exception of front entry door wreaths, which are permitted.
• Decorations shall have a height of no more than four (4) feet or a diameter of no more than three (3) feet and shall not be placed on the lawn. Decorations are limited to plant beds, driveways, entries, and walkways. No more than two (2) decorative items may be placed on any driveway and may not block ingress and egress to home. (HOLIDAY DÉCOR IS EXCEPTED)
• Decoration(s) must complement the overall home’s landscaping and be kept neat, clean, unbroken, and not otherwise unsightly rusted or faded. Total Decorations shall be limited to no more than six (6).
• Holiday and Special Event Decorations: Special events (e.g. sports games, birthdays, anniversary, etc.) decorations are permitted for that day only. Christmas or other Holiday decorations will be permitted starting the Monday before Thanksgiving and must be removed by January 10. For all other Holiday times decorations are permitted, but only for a period not to exceed 7 days during the time of the Holiday.
• Homeowners are responsible for the removal of all exterior decorations when leaving their homes for an extended period of time and/or when threatening weather conditions exist.

September 2023 Report

The ARC received 53 applications for the month of September. The committee approved 50 applications and 3 were put on hold for additional information.

The committee voted to forward to the board a draft of proposed changes to ARC Construction Standards for consideration of composite roof tiles.

The next scheduled meeting is October 10, 2023, at 9:00 am in the HOA Conference Room/Zoom.

Rentals & Forms

All leases or rentals must comply with the governing documents, rules and restrictions for Herons Glen. The Sub Associations Fairways, Meadows, and Solana HOA’s may be more restrictive but not less restrictive than the governing documents of the Herons Glen Homeowners Association. Owners are responsible to confirm additional restrictions in their Sub HOA.

All leases or rentals shall be in writing and shall be for a minimum term of thirty days. Owners are required to provide renters with copies of the Covenants, By-laws and all rules and regulations pertaining to living in Herons Glen.

Units must be rented only in their entirety; no fraction or portion may be rented. There shall be no subleasing of units.

Renters are required to obtain copies of the above documents, whether supplied by the owner or not. These documents are available in the HOA Office.

• All forms required by this policy, as well as a copy of the complete lease must be presented to the HOA Office at least 14 days prior to the rental date.
• A copy of the completed Rental Information Form (Attachment 1) must be presented to the HOA office at least 14 days prior to the rental date. If the Rental Information Form is not received as required, the renter will not be permitted to enter Herons Glen until verification of the lease has been accomplished.
• A signed acknowledgement by Renter (Attachment 3) stating they have read the rules and regulations (Attachment 2) must be presented to the HOA office on or before the day of arrival.

If the owner defaults with HOA assessments, the HOA shall have the right to collect all rental payments due to the owner and apply the same against unpaid assessments.

The association may levy reasonable fines up to $100 per day, up to $1000 per violation against any owner, or owner’s tenant, guest, or invitee for failure to comply with any provision of the Declaration, Bylaws, or reasonable rules of the HOA. (Per Florida Statutes)

The Grounds Committee Meeting was called to order at 1:00 PM on July 13, 2023

8 Resident requests were approved,1 is on hold and 1 was denied.

There were 6-yard waste violations.

The Committee will reinstitute the Outstanding Landscape Award this fall after a year off due to Ian.

The committee did not have a meeting in August. They met on September 14, 2023. A report of this meeting will be provided to the board at the next board workshop on October 3, 2023.

Paying Your Herons Glen HOA Assessment Fees

The first quarterly assessment is due on October 1st. Payments received after October 15th will have a late fee, and interest applied.

Automatic Withdrawal (ACH):
If you are on Automatic Withdrawal (ACH) the amount of $674.00 will be deducted from your account each quarter beginning October 1.
Preserve Villas- If you have Automatic Withdrawal (ACH) the amount of $960.86 will be deducted from your account each quarter beginning October 1.

IMPORTANT Reminder: For bill pay through your bank and checks please update the dollar amount you pay to the new fees.

Residents who are not on Automatic Payments should consider signing up for auto pay or set up bill pay through your bank. This is the most secure way to make assessment payments.
Remember that bill pay through your bank takes extra time to arrive so please set the payment date early to avoid late fees.

Payment of the quarterly assessment is due no later than 15th. If you receive electronic statements through email and or by regular US Mail and do not find that you received a statement prior to Oct 1st you are still responsible to pay the assessment fee on time.

If you prefer to pay the Herons Glen HOA assessment by check and in person, please make checks payable to the Herons Glen HOA and drop off to the HOA Office located at the Clubhouse. A secure drop box is located next to the office door.

At the Herons Glen HOA Special Board Meeting held on September 5, the Board approved the Herons Glen HOA 2023/2024 Operating Budget.

Beginning with the new fiscal year October 1, 2023, the quarterly assessments for the Herons Glen HOA will be:

The quarterly assessment is $674.00. The assessments are due on October 1, January 1, April 1, and July 1. Payments received after the 15th of the month will be charged a late fee plus interest.

Preserve Villa Assessments
$674.00 Quarterly HOA Assessment, $286.86 Quarterly Preserve Villas. The quarterly assessment total for the Preserve Villas is $960.86. The assessments are due on October 1, January 1, April 1, and July 1. Payments received after the 15th of the month will be charged a late fee plus interest.

July 2023 Report

The ARC received and approved 33 applications for the month of July with one put on hold for additional information.

The committee continues discussion of the composite Brava barrel roof tiles. Members are reviewing the tiles and installation at local addresses provided by the Brava Roof tile products representative.

The ARC members did not meet in August.

The ARC met on September 12, 2023, and their next scheduled meeting is September 26, 2023, at 9:00 am in the HOA Conference Room/Zoom.

President's Report - September 2023

As most of you may know, September has been a busy month around Herons Glen. Following the HOA Board’s Workshop last week, the 2023/2024 HOA Budget was adopted in a special session. The new regular quarterly assessment will be $674/lot, beginning next month.

The mill & overlay and concrete improvements to the front portion of Herons Glen Boulevard have been completed with the final striping of the intersections. The sidewalk and valley gutter cleaning have also been completed; the guardhouse will be cleaned later.
Our committees will begin their new term on October 1st. We thank all those who have volunteered. Your dedication and commitment help make this community what it is.

As a reminder, be sure your emergency contact information is up to date. This will help avoid delays in getting appropriate aid to your residence, or to you when necessary.

We will be welcoming our seasonal residents back to Herons Glen over the next few months. Our roads and amenities will get busier, so it is important to emphasize the need to follow the posted speed limits and stopping at all stop signs. We wish all our seasonal residents a safe return and we all need to be vigilant and remain safe in and around the Glen, once we arrive.
