Before starting your landscaping project, installing a fountain or a flag pole please submit the required approval request form and support documents to the HOA Office by February 2nd before 2:00 pm for review at the February 9th Grounds Meeting.

Before submitting a Grounds Committee Approval Request Form- plan your project ahead of time, get the necessary information to describe the work you are planning, name of company doing the work, licenses, and insurance.

Choose a landscape company that has a Lee County Business Tax License, General Liability and Workers Comp or Workers Comp Exemption. Your request will not be reviewed until the items are provided. Herons Glen does not have a list of approved contractors.

Grounds Requests and the required documentation must be submitted by the Thursday prior to the scheduled meeting. Work cannot be started until the request is reviewed and approved by the Grounds Committee. The requests are approved at the Grounds Committee meeting by vote of committee members.

It is a violation to start a project without first receiving approval from the Grounds Committee.

Because of the ongoing cleanup from Ian, no inspections were done in December. The zone inspections began the first week of January before the January 12, 2023, Grounds Committee meeting.

The ARC received 50 applications for the month of December with 44 being approved, 2 denied and 4 place on hold for further information.

The ARC members were instructed to slowly enter violations using common judgement after the hurricane. Heading back to the normal inspections we encountered the same type of roof damage experienced after Irma as we were just catching up.

Debris Pick Up Update

Lee County has announced additional time for storm debris pickup. The FEMA contractor did come into Herons Glen yesterday and picked up loads until the end of the day but did not get everything set out. FEMA trucks will be back to pick up more debris but a deadline to set out debris is now February 1st. The HOA does not control the dates or deadlines set by the county or their contractors.

Fort Myers, FL, Jan. 17, 2023 – Lee County thanks residents who were given set-out deadlines in some unincorporated areas and have placed their remaining Hurricane Ian debris at the curb. The county reminds those residents that collection of storm debris in these areas will conclude once material that met the deadline has been picked up:

Lehigh Acres
• Gateway
• Briarcliff
• Daniels Parkway corridor
• Eagle Ridge
• Florida Gulf Coast University / Miromar areas
• Gasparilla Island / Boca Grande
• San Carlos Park
• The Villas

The county’s normal waste-collection services now will be the primary resource for residents in these areas to have vegetation and horticulture waste picked up. Residents should follow standard guidelines at www.leegov.com/solidwaste/residential..

At this time, Lee County has set a Feb. 1 deadline for the following unincorporated areas to place their remaining storm debris out for collection:

Hurricane Ian left behind an estimated 10 million cubic yards of debris countywide, including debris the six municipalities. If you live in a city, check with your municipality about debris-hauling schedules.

President’s Report - January 2023

Happy New Year to all the owners and residents of Herons Glen. Your HOA Board is starting a new year with the same officers as 2022. Mary Wright is vice president, Edd Huetteman continues as Treasurer, Christine Kozak is secretary, and I am president. As a reminder, our committees and chairs serve a one-year term that coincides with our fiscal year which runs from October 1 through September 30 of the following year, but your board serves for the calendar year.

As you all recognize, we are now in the height of our “season”. Herons Glen, along with the rest of southwest Florida is full. The roads are crowded along with the restaurants, shops, stores and other businesses. It is especially important to use extra care while driving, biking, walking or using our golf carts during season. Please observe the 26mph speed limit on Herons Glen Boulevard and 16mph on side streets, and please stop at all stop signs so we can enjoy a safe season in our community.

Bids have been received to mill and overlay Herons Glen Boulevard. These are being reviewed and the best contractor will be selected shortly.

The Activities Committee is holding an Activities Fair in the Ballroom on Sunday, February 5th; please take this opportunity to explore the various activities available in the Glen, especially if you are a new resident. Also, on Monday, February 13th, the SSEP Committee will host the Firewise event, and the Activities Committee will sponsor bulk shredding.

Final Hurricane Debris Pickup Tuesday, January 17th

The Lee County FEMA contractor will be in Herons Glen on Tuesday, January 17th to do the final pass to pick up hurricane related debris. This will be one day only and one drive by only. Residents must put out all hurricane related debris by Monday, January 16th to take advantage of the free pickup. FEMA provided the HOA with this pickup date January 17th as a courtesy to help residents get ready for the final pickup.

Please send the HOA Office an email at hoaoffice@heronsglenhoa.org if you have hurricane debris out for pickup. We are mapping locations for pickup to forward to the FEMA contractor on Monday. Do not set anything additional out on Tuesday as it will likely be missed, and you will need to remove at your own expense. The contractor will not be returning to pick-up anything missed or set out after they pass through. Normal amounts of debris that would typically be picked by Wastepro will not be part of the debris pickup. After the final hurricane debris pickup on Tuesday, residents will be responsible to have any remaining debris hauled away as it occurs and not allow it to accumulate.

Hurricane debris must be piled on the sidewalk (not in the street). The debris removal equipment is operated from the truck and does not have a far reach. If the debris is too far up into your yard, they will only reach what they can get with the machine and leave the rest for you to depose of. Clean up after removal is a resident responsibility.

Lee County is receiving the FEMA funding to pay the Debris sub-contractor. This is not paid for by the HOA. The HOA does not haul debris from individual lots. It is the responsibility of the individual lot owner to arrange for their debris removal at their expense. By the HOA filing the right of entry forms on October 3rd with Lee County all residents received the opportunity of getting their debris hauled away for free and will not have to pay through additional assessments to have all the debris on the common areas hauled away. The debris removal by Lee County is a significant cost savings to the residents. This was done by the HOA filing the right of entry form to allow them to come into Herons Glen to do the debris pickup.
Security- Visitor Managment

Visitors need to be registered through the visitor management system Call (239) 360-3515 or 888-994-4117 or register visitors online at visitor management.

The guard gate is experiencing lines of traffic due to residents not calling in or registering their visitors. We have received complaints about the backups. The only way to stop the major backups at the guardhouse is for residents to register their visitors through the systems provided.

On Wednesday, January 11th between 6:00 am and 12:30 pm, 230 visitors came in through the visitor gate. The guard experienced a high volume of visitors arriving this morning with the majority being unregistered. This caused the guard to have to contact each resident to gain authorization for the visitor to gain entry. This resulted long wait times in line to get in.

86 of the 230 visitors had passes previously issued that were scanned and they were let through. Approximately 10 seconds to complete.

36 of the 144 remaining visitors were issued passes for the amenities and did not require a call for authorization but the visitor did have to provide a driver’s license and be manually entered into the system. Approximately 20-30 seconds to complete.

3 of the 144 passes issued were preregistered by residents. The visitor did have to provide a driver’s license, guard confirms in the system and issues a pass. Approximately 10-20 seconds to complete.

105 of the 144 passes required authorization from the resident before a pass could be issued. The guard made 105 phone calls this morning. Guard calls each number the resident has provided to reach someone. If a call is coming in the guard must answer it or wait until the caller finishes leaving a message on the mainline before starting the calls to the resident, they need authorization from. Approximately 40 seconds to 2 minutes to complete if the resident is reached. If not, then the visitor must be turned away. Additional time when visitor gets upset making the line up behind them longer.

Community Emergency Response Team (CERT)

Sub committee of the SSEP Committee
2022 Annual Report

CERT is an acronym for Community Emergency Response Team. It is a nationwide program run by Fire Departments across the country. Members learn basic first aid, triage, fire suppression, light search and rescue and other skills necessary to aid and protect us and neighbors following a disaster. CPR classes are also offered to members through the American Heart Association.

We just finished a basic class and Herons Glen now has 32 members throughout the community.
Hurricane Ian presented us with several lessons. Last year the HOA purchased two-way radios to enable the neighborhood captains to communicate following a disaster. We tested the radios several times during the year and they always worked perfectly. However, when the power went out, the radios were not effective. In order to mitigate this issue, the HOA is investigating the possibility of installing a generator to insure continuous power.

I’d like to thank our four neighborhood captains: Steve Lucas, Karen Wills, Barbara Peet and Tim Kerns.

The NFMFD held a Christmas Toy Drive and the response from the residents of the Glen was overwhelming.

We plan to conduct another Basic Class during the first quarter of next year.

(SSEP Committee) Year ending Report for 2022

Below is a list of items the SSEP has accomplished for year ending 2022.
As a committee, SSEP continues to be open to suggestions from homeowners and encourages residents to continue expressing their ideas and to know that their suggestions will be thoughtfully and kindly considered.

Accomplishments:

1. Firewise community day 2022 raised a little over around $6,700.00 for the fallen firefighters of SWFL. The Firewise check presentation was held on 2/21/22 in the Herons Glen Ballroom. The donation of funds was disturbed to the firefighters Local 1826 of Fort Myers, the Leroy Nottingham foundation.
2. The SSEP continues to review all damaged Sidewalk and Curbing and reports their findings to the HOA.
3. The SSEP committee along with LCSO sponsored a READY class in January that was well attended.
4. The SSEP committee along with LCSO presented an animal cruelty program last February.
5. The SSEP Firewise committee has set the date for its annual firewise event which will be held on 2/13/23.
6. SSEP and LCSO has set a date of May 19 for the car fit program.
7. SSEP and LCSO are working together on having cameras installed at the guard house.
8. North Fort Myers Fire department and LCSO held a community event to educate the community on proper personal emergency preparedness and procedures.
9. The SSEP’s subcommittee CERT was activated twice this year, first was a tropical storm and second was hurricane IAN.
10. The SSEP committee was in contact with Joyce Gillespie during and after hurricane IAN. The SSEP committee and some volunteers from Heron’s glen monitored the front gate after the storm until the guards reported back to work. The SSEP committee provided food to Robert’s landscaping during the storm clean up.
11. SEEP had discussions regarding the relocate of the CERT radio antenna and repeater because of loss of power. Possible location will be the guard house.
12. The SSEP provided traffic control for the craft fair.
13. Firewise 2023 renewal has been received and will be submitted for approval to the NFPA.
14. SSEP provided traffic control for the Christmas cart parade.
15. CERT Leadership Change: Howard Nutt has resigned his position and has requested that Barry Glaudel be appointed the new CERT leader. Pending board approval, this will be effective January 2023.
16. Firewise 2022/2023 renewal is complete, and certificate has been received.

The past few months have been a challenge for all of us in cleaning up our property after Ian. Thank you all for working hard at that. Because of Ian, the Committee did no inspections in October and November. Now that the debris has been picked up and things are returning to normal, the inspections will be renewed.

The Committee rewrote the Grounds Standards, and those changes were sent out for resident comments. They will be approved at the HOA Board meeting following this annual meeting.

The Grounds Committee reviewed 164 resident requests in 2022. The majority of them were approved. Some of the requests were approved with additional conditions or delayed until more information was forthcoming.

The Committee did monthly inspections to note violations to the Landscape Standards. If a resident had a question on a violation or wanted clarification, we either met with them or contacted them via email.

The Committee continued to monitor yard waste that is put out on the street before 6 pm the night before pickup. The number of violations noted has been declining. Thank you all for that.

The Committee wants to thank all the residents who correct any violation notices they receive and to encourage everyone to read the landscape standards before embarking on any landscape projects. If you have any questions, please contact the HOA office and they can direct your queries to the Committee.

I want to thank all the volunteers who have served on the Committee this past year and Joyce Gillespie, Kim Rambo and Lori Roy for their help and hard work. I would also like to thank our previous HOA Board liaison, Rich Strout and previous Chairman Basil Pappas.
