Section 2. Parking and Prohibited Vehicles.
(a) Parking. Vehicles shall be parked only in the garages or in the driveways, if any, serving the Units or in appropriate spaces or designated areas in which parking may or may not be assigned and then subject to the Rules and Regulations. Notwithstanding the above, no more than two vehicles shall be parked in the driveway serving any Unit on a regular basis. For purposes of this Section, a car shall be deemed parked on a "regular basis" if parked in such driveway more than seventy-two hours in any seven day period without prior approval of the Board of Directors. Garage doors and/or roll down screens shall remain closed at all times except during ingress, egress, occupancy of the garage or during Lot maintenance by the Owner.

Commercial vehicles, vehicles with commercial writing on their exteriors, vehicles primarily used or designed for commercial purposes, tractors, mobile homes, trailers (either with or without wheels), campers, camper trailers, motor homes, recreational vehicles, ATVs, boats and other watercraft, and boat trailers shall be parked only in enclosed garages. Stored vehicles and vehicles which are either obviously inoperable or do not have current operating licenses shall not be permitted on any Lot except within enclosed garages. For purposes of this Section, a vehicle shall be considered "stored" if it is covered with a tarpaulin and remains so covered for fourteen consecutive days without the prior approval of the Board of Directors. This Section shall not apply to any commercial vehicles providing service or making deliveries to or in behalf of the Association, the District, the Developer or their designees.

Notwithstanding any other provision of this Section, the Board may adopt Rules and Regulations which permit any vehicle to be parked, temporarily, on Common Areas, including streets.

Herons Glen HOA Board adopted Parking and Vehicle Rules & Regulations

Automobiles:
1. Owner or occupants residing in a Unit must register their vehicles with the Association office.
2. An automatic gate barcode may be attached to the driver's side of the vehicle.
3. No more than two vehicles shall be parked in driveway serving any unit on a regular basis. A car shall be deemed parked on a "regular basis" if parked in such driveway more than seventy-two hours in any seven day period without prior approval of the Board of Directors.
4. Commercial vehicles, vehicles with commercial writing on their exteriors, vehicles primarily used or designed for commercial purposes are not permitted to be parked in the driveway.
5. Mobile homes, trailers (either with or without wheels), campers, camper trailers, motor homes, recreational vehicles, ATVs, boats and other watercraft, and boat trailers are not permitted to be parked in the driveway.

Reminder:
The following are examples of vehicles that are not permitted to be parked in the driveway:

• Commercial vehicles
• Vehicles with commercial writing on their exteriors
• Vehicles primarily used or designed for commercial purposes
• Motor homes
• Trailers
• Campers
• Camper Trailers
• Recreational vehicles
• Boat Trailers

Herons Glen does not have parking for resident's commercial vehicles or commercially designed vehicles. If you are not able to park the vehicle in your garage, then you will need to make other parking arrangements for your vehicle.

Privately Owned Carts:

1. Owner or occupants residing in a Unit with private carts must register with the Herons Glen Recreational District (“HGRD”) through its established procedures.
2. Private carts must be electrically powered and equipped with headlights and taillights or reflectors if used after dusk.
3. Private carts must meet Safety Standards (ANSIz-130-1-1979). These standards are available for review in the Association office.
4. Each operator of a private cart must be at least 18 years old or have a valid driver's license.
5. This section is not applicable to service vehicles operated by the HGRD and/or Association.

All vehicles including automobiles, carts, mopeds, bicycles, motorcycles, RV's or other mode of transport:

Owners or occupants residing in the Unit will be held fully responsible for any and all damages caused by the Owner/occupant or their negligence, or by that of their family or guests. The costs resulting from any and all such damages, including legal fees incurred by the Association, will be charged to the Owner’s Lot as a User Assessment under Article XI of the Declaration.

1. All must obey traffic signs and/or other posted traffic and parking instructions.
2. All vehicles must use caution when in the area of other vehicles or pedestrians.
3. No vehicles may be stored or left overnight on any Common Areas, including streets. (See the Security Policy for exceptions to this rule for RVs, Enclosed Trailers and Boat Trailers.)
4. No stored vehicles are permitted on any lot without the prior approval of the Board of Directors. (See Article XIII Section 2 paragraph (a) of the Covenants.)

Violations: Parking
Parking citations will be issued by the Herons Glen HOA Roving Patrol Officer. Citation will be placed on the vehicle. A copy of the citation will be provided to the HOA Office.

1. 1st citation issued for street parking will be a warning to the Lot Owner.
2. 2nd citation issued for street parking will result in a $25.00 fine to the Lot Owner
3. Additional citations for street parking will result in a $25.00 fine to the Lot Owner each time a citation is issued.

Violation of the Parking and Vehicle Rules & Regulations may result in additional action by the Association board and/or management as allowed by the governing documents of Herons Glen. Further, vehicles in violation of the Governing Documents may be towed or booted by the Association at the Owner’s expense. No notice is required prior to towing or booting other than the existence of appropriate signage as may be required by Florida Statutes.

Security Policy- Street Parking
Motor homes owned by a resident are allowed on the street, in front of the owner’s residence for the purpose of loading and unloading, 48 hours only, within a 7-day period. Enter in log time and date Motor Home first appears on patrol. Motor homes that have a visitor’s tag in the window are not permitted overnight street parking unless specific permission is given by the HOA. Any visitor’s motor home on the street between the hours of 11:00 p.m. and 5:00 a.m. should be ticketed and a warning issued to the resident. No occupancy of any vehicle is permitted. Fines may be imposed according to HOA Policy.

Enclosed trailers and boat trailers are allowed to be parked on the street in front of owner’s residence. Parking may not exceed 24 hours within a 7-day period.

Report to the HOA Board March 7th

February 2023 Report

Committee updates: The HOA Board approved Mike Adduci as the ARC Co-Chair and Terry Potts as an alternate member of the committee.

The ARC received 74 applications for the month of February with 66 being approved, 1 denied and 7 placed on hold for further information.

Discussions were held to expand and clarify lanai/Cage repairs and additions.

An additional roof material was introduced for review and will be researched.

The next meeting of the ARC will be held on March 14 at 9:00 am in the HOA Conference Room/Zoom.

Monthly Report of the Meeting of February 16, 2023,
for the HOA Workshop Board Meeting, March 7, 2023

The HOA Activities Committee met on Thursday, February 16, 2023 at 10:00 AM. Present at this meeting were Pat Stuchly, Chair; Bernadette Schirra, Debbie Baker, Jean Lambeseder, Donna Piacsik and Debbie DeFazio; alternate Sandy Mamer. Also present was our Board Liaison Denise Fell.

Points discussed at this meeting included:
- Evaluation of Activities Fair – February 5, 2023
- Evaluation of Shredding Event – February 13, 2023
- “Stuff the Truck” Event – March 4, 2023 to support Hope Hospice
- Update on future tech seminars – Donna Piacsik
