Asphalt Mill & Overlay Project for the front half of Herons Glen Blvd.
The asphalt mill & overlay on Herons Glen Blvd from the entrance at HWY 41 to Via La Quinta is scheduled to begin mid-June to July. This is a planned project in accordance with the long-range plan for the streets. The HOA contracted with Collier Paving to do this work. The project will include repairs to the concrete valley gutters and curbing in the same area on Herons Glen Blvd. In addition, sections of the multi-use path with tree root damage from the guardhouse to Sounion will be repaired. The line striping for the crossings, turn lanes and the path will be done at the conclusion of the project.

The HOA also contracted for mill and overlay of the multi-use path from Kayla Way to Kaidon Ln. This section will not be expanded, it is only mill and overlay. This area will be done during the HGRD’s cart path widening project.
More details will be published in the future news bulletins.

Memorial Garden Project
This project still has a little more work to go with landscaping, lighting and a sign identifying the area as the “Herons Glen Memorial Garden”. The first order of engraved pavers has been submitted. They are expected to be ready for installation in June.

Sign Project
Most of the street signs in Herons Glen suffered damage from Hurricane Ian. The HOA has Lykins Signtek working on this project. Due to the vast amount of sign repairs in 5 counties affected by Hurricane Ian we are all on waiting lists, so it is no surprise this project is going to take the better part of the summer to complete. The repaired, refurbished and in a few cases new replacement signs are expected to be ready for installation in June. The next section of street sign work will begin at that time.

Generator Project
The HOA approved the installation of a generator for the Guardhouse. The generator and 500 gallon tank installation is complete. Landscaping and sod replacement in this area is scheduled for June.

The generator will run for approximately 5 minutes every Tuesday at 2pm for its regular exercise. Then twice per year (April 1 and September 1) it will run for one hour as a 6-month test. The generator has monitoring system that will alert us if there is a problem.The monitoring and maintenance are included for the first year.

The generator will allow the guardhouse and gates to operate during power outages and to restore services at the gate sooner after a major storm event. The radio repeater system will be moved to the guardhouse so the CERT communications team will be able to communicate during and after a major storm event. It will also provide HOA management a place of operation to get communications out to the residents until services are restored to the community.

Finance Committee Report

The Finance Committee met on April 27, 2023.
The first of order of engraved bricks for the memorial garden will be installed soon.

The Resurfacing of Herons Glen Blvd contract was finalized April 27. The project should start in mid-June or July.

To date we have incurred $199,000 in clean-up costs from the Ian. We still have signage replacements and some bedding to clean up. The total cost should be about $300,000.

The gatehouse generator and tank has been installed. We are awaiting final inspection and then will schedule tank filling. Operation of the generator will be monitored remotely by the installer. The next item for the gate house is an antenna for the walkie talkie repeater station.

A section of metal pipe opposite 2061 Embarcadero Way collapsed. Environmental Underground was contracted to repair it. The cost of the repair was $42,000.

The final draft of the Long-Range Plan was reviewed. The Rejuvenator line item was left blank in the latest draft. This will be reviewed in the future based on future economics.

For the first time in many years the Capital Pooled Reserves includes $50,000/year increases in the Long Range Plan Draft. This will have some impact on the total HOA assessment.

The first draft of the operating budget was reviewed. The first draft of the operating budget includes an increase of 8.87% over the previous year. Note that the Capital Pooled increase is included in the overall HOA assessment. Current inflationary forces are driving up our costs.

The next regular HOA Finance Committee meeting will be held on Thursday, May 25, 2023 @ 1:30 in the HOA Conference Room.

At the Herons Glen HOA Board of Directors Workshop scheduled for Tuesday, June 6, 2023, at 1:00 p.m. in the HOA Conference Room, the Board will review amendments to the ARC Design and Development Guidelines.

The Herons Glen HOA Board will vote on the proposed amendments and changes at the HOA Board of Directors Meeting scheduled for Wednesday, June 14, 2023, in the HOA Conference Room.
Communication Committee - April report to the HOA Board on May 2nd

All Committee Member projects were reviewed, and recommendations were discussed.

The Welcome Committee representatives Pat Stuchly and Kathy Petrillo attended the meeting and provided recommendations to improve the Herons Glen Governing and Oversight Structure chart. Both attendees stated the chart will be very helpful in introducing new residents to Herons Glen. Mike Stropes will include their recommendations before the chart is presented to Manager Gillespie and the HOA Board for approval to use. It was agreed that a representative of the HGRD should also review the chart prior to it being approved by the HOA Board.

The review of the weekly HOA bulletins is continued until the May meeting. The purpose of the review is to help determine how the committee can assist in providing the most repetitive problem areas and important topics to the residents. The committee is working towards the goal of increasing residents’ knowledge of the formal requirements that all residents agree to when they live in Herons Glen.

The HOA Bulletin summary that is a monthly article in The Heron, was improved based on the comments provided by the committee members. The purpose of putting the summary in The Heron is to provide a handy reference for the residents to answer their questions.

A discussion was held on how best to obtain new members for the committee. Using Ad Hoc members for special topics or projects may be a reasonable way of obtaining the skills needed by the committee. Full-time members and alternates are still needed. Notices asking for volunteers will continue.

Increasing the variety of methods to communicate requirements and/or restrictions are being discussed by the committee. Using illustrations in the HOA weekly bulletins and The Heron is one example. Developing unique illustrations will be discussed with the Artist Group.

In May the Grounds Committee is invited to attend our meeting. The Grounds chairperson will be contacted to identify a representative to attend.

The May meeting will be held on May 17, 2023, at 1:00 p.m.

President’s Report May 2023

It’s May and most of our “snow birds” have left the Glen to return to their summer homes. Activities are winding down and hurricane and rainy seasons will begin shortly. Be sure to have your hurricane plans ready. Hopefully traffic will also improve with less people on our roads. Please drive, bike, walk, jog and use your golf carts cautiously and watch out for your fellow residents. Also remember our current volunteer committee assignments expire the end of September, so please complete your volunteer forms for next year, and, if you are not serving on a committee, please consider volunteering.

We are in the final stages of awarding the contract to mill and overlay the front portion of Herons Glen Boulevard along with the HGRD and HOA portions of the cart path east of Via La Quinta.

Activities Committee
This committee plans special events for the Herons Glen Community. The committee does not plan any of the HGRD Amenities activities. An example of some events- Paper Shredding, Christmas decorations for Herons Glen entrance (only), educational activity events and new resident welcoming sub-committee. Meetings are the 3rd Thursday of the month during season.

Architectural Review Committee (ARC)
The ARC meets on the 2nd and 4th Tuesday of the month. This committee is responsible for reviewing resident applications for any type of exterior changes to a home such as painting, lanai extensions or adding a pool. They also monitor the compliance with the Design and Development Guidelines. No meetings in August. Members need to be able to commit more time in addition to meeting attendance.

Communications Committee
This committee is charged with keeping up with all the latest HOA information, improvements in communications to residents, HOA News Bulletin, Community Channel and The Herons Newspaper and editorial staff volunteers and the newspaper delivery team operates under this umbrella.

Compliance Committee
This committee only meets monthly as needed. If a violation of the deed restrictions reaches a stage where further action and review are necessary, this committee provides the board with results of the review and a recommendation.

Finance Committee
The Finance Committee meets on the 4th Thursday of the month. They review the monthly HOA financials for the fees and expenses. The committee reviews and recommends the bids for contract services and assists in the preparation of the annual budget. No meetings in August.

Grievance Committee
This committee only meets when necessary. This committee reviews and investigates conduct complaints resulting from non-compliance of the Covenants and makes recommendations to the board. If formal charges are approved a letter of compliant will be written and submitted to the Board of Directors.

Grounds Committee
The Grounds Committee meets on the 2nd Thursday of the month. They review the resident applications for removal and replacement of landscaping. They also monitor the compliance of the Community-Wide Standards. No meetings in August. Members need to be able to commit more time in addition to meeting attendance.

Legal Advisory & Bylaws Committee
This committee only meets when requested by the board. The committee assists with publication of the rules and regulations, bylaws, declaration and matters the board may want researched.

Security, Safety and Emergency Preparedness Committee (SSEP)
The committee organizes seasonal programs and seminars concerning community safety and security issues. and oversees the Cert Team subcommittee. This committee meets on the 4th Friday of the month during season.

Volunteers are an important part of the success of the Homeowners Association. All the above committees contribute to keeping Herons Glen the wonderful, clean, safe, and beautiful community that we all enjoy when we drive through the gate from Route 41.

Full-time and part-time residents can volunteer. All committee member terms are for one year beginning October 1 and ends on September 30th.

April 2023 Report

The ARC received 65 applications for the month of April with 64 being approved, 1 placed on hold for further information.

The committee reviewed the draft updates to the Design and Development Guidelines. It was recommended to send the draft proposed changes to the board for further review and action.

Construction Standards discussions continue for an additional roof type material.
The next meeting of the ARC will be held on May 9, 2023, at 9:00 am in the HOA Conference Room/Zoom.

The HOA Activities Committee met on Thursday, April 20, 2023, at 10:00 AM.

Present at this meeting were Pat Stuchly, Chair; Bernadette Schirra, Debbie Baker, Jean Lambeseder, Donna Piascik, Debbie DeFazio, Theresa McGarry; alternates Peggy Lindquist and Sandy Mamer. Also present was our Board Liaison Denise Fell.

Points discussed at this meeting included:

• Follow-up report from Donna Piascik about lecture “Cyber Security for Seniors” which was held on April 19, 2023.

Exterior Work- Generators

Whole home generators are an important item some residents may be considering as the beginning of Hurricane Season (June 1st) approaches. If you intend to install a generator, please complete an ARC Application, the related forms, and include the required documentation.

• Site Plan

• Indicate location generator will be installed with setback to property line shown on the site plan.

• Show outline of neighbor’s house wall & windows locations in relation to generator.

• Photos of the area of the property where the generator will be installed, including photos from afar showing the overall house and adjacent house for the ARC’s accurate understanding of the area, sketch of the location of the generator.

• Neighbor Acknowledgement Form

• Grounds Application

A Grounds Application is also required to be submitted for any landscaping that will be removed and to show how the equipment will be screened from view and the type of plants.

ARC Applications for exterior work and required documentation must be submitted by the Tuesday prior to the scheduled meeting.

Work cannot be started until the application is reviewed and approved by the ARC. Applications are approved at the ARC meeting by vote of the committee members.
