Did you Know that August is National Traffic Awareness Month? Here are just a few Safety Tips when walking.

Use Sidewalks and Paths
The safest places to walk are on sidewalks and paths. Whenever possible, stick to walking in areas where you can walk safely and stay away from traffic.

Walk Against Traffic
This way you can see what is coming and react if necessary.

Wear Bright Clothing During the Day
Wearing bright colored clothes that are easily visible to drivers.

Lights and Reflectors for Night Walking
It’s best not walk at night. However, if you must, you should wear clothing with reflective strips, such as a safety vest. It’s also a good idea to carry a flashlight.

Use Crosswalks
Remember to use crosswalks when crossing the street. Also be mindful of traffic and look both ways before crossing.

Put the Cell Phone Away
Distracted walking can be dangerous. You should not attempt to walk while texting or talking on the phone. If you need to answer a call or text, you should stop walking.

HOA Finance Committee Report

The Finance Committee met on June 29, 2023.

Herons Glen Blvd resurfacing update: Repair of the gutters and curbing has begun. Mill and overlay of Herons Glen Blvd from the front entrance to Via La Quinta is scheduled to be done by August 21-25. The total cost is $698,000. Resurfacing to the Multi Use Path from Kayla Way to Kaidon Lane has been completed.

Hurricane costs to date: There is still tree work and signage to be done. We still estimate the cost to the HOA to be about $300,000.

The total cost for the Gate House generator, including tank and fill was $20,264. The annual fee for monitoring and maintenance will be $695. The cost to move the Walkie-Talkie repeater and telescoping antenna was $1998. These radios are used by the SSEP committee & CERT during emergencies such as the recent hurricane.

The new Mystic homes street lighting still is awaiting action by LCEC.

The HOA proposed operating budget includes automatic contract renewals at fixed rates. The insurance costs have had some impact on the assessment increase over last year. Also, this is the first time in at least ten years that the replacement component of the HOA was raised. This also had some impact on the proposed assessment. This increase was necessary to keep the long-range plan on target.

The Action Automatic Age Maintenance contract is up for its annual renewal. There was not change in cost from last year. A motion to send this contract to the HOA board was approved.

The Dennisport gate clickers have been disappearing, as many residents have claimed that they have lost them or did not turn them in when moving. Also, someone seems to have produced counterfeit clickers, giving access to unauthorized residents. By Lee County Resolution only the owners of the 9 lots on the Dennisport Cul de sac is permitted use of the Dennisport gate. Open access would require county approval, Magnolia Landing approval and obtaining property from the existing homes by the gate, widening the road and possible contributions to Magnolia Landing for the additional burden in use of their roads, access control and security. Manager Gillespie has proposed we do a reset by ordering and programming completely new clickers for the 9 lot owners and disabling the old ones. She will propose this to the board.

The Finance Committee met on Thursday, July 28th. A report of the meeting will be provided at the next HOA Board Workshop on September 5th.

Proposed Herons Glen HOA Operating Budget for 2023/2024

The Herons Glen HOA Board of Directors will review and vote on the adoption of the Herons Glen HOA 2023/2024 Proposed Operating Budget at a Special Board Meeting. The meeting will be held on Tuesday, September 5, 2023, immediately following the Board Workshop scheduled for 1:00 p.m. at the Clubhouse in Activities Room “A”.

If no changes are made to the proposed 2023/2024 Operating Budget at Special Board Meeting on September 5, 2023, the Herons Glen HOA assessments will be $674.00 per quarter.

A credit from the cable contract door fee in the amount of $50,000 was applied to reduce the costs of the cable service. In comparison to the 2022/2023 Operating Budget, the quarterly assessment increase will be 8.71 %.

The proposed Preserve Villas fees if approved will be $960.86 per quarter which includes the Herons Glen HOA quarterly fee.

The approved assessment will be billed in four (4) quarterly assessments, October 1, January 1, April 1, and July 1. The first quarter assessment fee is due October 1, 2023.

Cable TV Service

It has come to our attention there may still be some residents who are having service issues with their TV service on their TV’s that are direct connect to the wall (no box). The community wide issue was resolved but a few homes with the TVs with direct connect (no box) may need a specific service tech (not a general service tech) visit to correct the issue.

If you have contacted Blue Stream but this issue is still not resolved, please send an email to hoaoffice@heronsglenhoa.org. In the email, please include your name, address, contact phone number, the date a service tech visit occurred and what kind of issues are currently happening with your service.

If you have not contacted Blue Stream, please call them at 239-344-9849 to report the issue.
Asphalt Project

This project consists of

• Asphalt Mill & Overlay

• Removal and replacement of damaged concrete valley gutters and median curbs

• Repair, root removal and root barrier installed in areas where the concrete or asphalt is damaged from tree roots. The repairs will include areas on the Multi Use Path along the project area of Herons Glen Blvd.

• The project will be completed with restriping of the turn lanes, arrows, and crossings.

Please expect closures along Herons Glen Blvd between Via La Quinta and Palo Duro. Leave early for appointments to allow for the extra time needed to take an alternate street such as Palo Duro or Valparaiso. Both streets have cross streets that will take you back to an open section of Herons Glen Blvd to get you to your destination whether it is to exit Herons Glen or go to the Clubhouse.

The speed limit on all neighborhood streets is 16 mph. For the safety of everyone please be patient and do the speed limit on neighborhood streets.

HOA Board Workshop

All Committee Members were in attendance as well as Joyce Gillespie, HOA Manager, and Chris Kozak, HOA Board Liaison.

Grounds Committee representatives Mary Wright (Chair) and Sandra Dresch (Member) provided a list of frequent violations encountered by their committee. The group also discussed basic information regarding landscaping and tree removal/planting that needs better dissemination to residents. The approval and violations processes are good areas for flowcharting, and the Communications Committee will work on these.

There was consensus that shorter articles about the frequent violations might be included in the weekly HOA Bulletin over a period of several weeks, followed by a comprehensive article in the HG newspaper. Joyce will work on content to be sent to the Committee and articles will be developed for review by the Grounds Committee. The Grounds Committee will attempt to take photographs of situations that are violations of current requirements. There will be further discussion on the best time for some of these articles for the remainder of 2024 and going forward (e.g., April/May might be optimal for information about landscaper services in the off-season).

The group discussed the process for moving forward with the Herons Glen HOA and HGRD Governing Structures document. Chris Kozak will bring it to the HOA Board for review and, once it is deemed accurate, Chris and Mike Stropes will schedule time to review it and obtain input from J.B. Belknap for the HGRD section. Once reviewed by both the HOA Board and the HGRD, the Committee will discuss how the document might be used. The final version might be shared via e-mail or hard copy with all Herons Glen households.

The group discussed a summary of HOA Weekly News Bulletin statistics compiled by Joyce, related to the distribution of the bulletins and the items clicked on. Over 70% of those who receive the bulletin have opened it during the period from March 3 – May 5. The number of clicks on individual items is not high but a clear hierarchy of relevance can be established by reviewing the clicks. The data was presented in several different formats to provide different perspectives.

Requests for Communications Committee volunteers will be put on hold through the summer but outreach to standing Committees for liaisons/ad hoc members will continue. Representatives from ARC will be invited to the July meeting.

Linda will also reach out to the SSEP Committee for coordination of articles and topics to avoid duplication and overlap with the HG Newspaper staff.
