Lee County Special Needs Program
The Special Needs Program is available to all Lee County residents at no cost. It provides shelter for those who live in a home and/or area that is not safe from storm surge or wind and have no other safe place to go. It also provides transportation to a shelter for those residents who do not have a way to get there. You must register to receive these services by completing the Special Needs Program application below.
Registering with the Special Needs Program does not guarantee you will be assigned a space in the Special Medical Needs Shelter. Your application will be reviewed by the Department of Health, and you will be assigned to a shelter where your needs can be managed.

Waste Connections will be holding a Community Outreach Meeting on Friday, March 29, 2024, at 11:00 am in the Ballroom. Waste Connections is the owner and operator of the Construction and Debris landfill facility a few miles north of Herons Glen. Residents are invited to attend this meeting. We expect to hear about the facility operations, progress and plans to mitigate odors related to their facility.

(SSEP Committee) Monthly Report to the HOA Board

The following topics were discussed at the February 23, 2024, SSEP meeting:

Joyce Gillespie reminded everyone to put their emergency contact on file and included a link to the Florida DMV where emergency contacts can be accessed in an accident.

Liaison Russ Long reported that the golf cart safety policy recommendations were presented to the Board and a Special Board Meeting will be held to further discuss them.

Jo Moyer and Craig Woolley attended the Communication meeting on 2/21/24. Jo Moyer is the representative for the SSEP.
Firewise date was set for 2025, Firewise will be held on February 10th, 2025.

Firewise, thank you letters, and certificate of appreciations have been sent out to all sponsors.

Our Firewise community day raised $8,529.00. (Leroy Nottingham foundation) received $6,751.20 which is under Local 1826 which is the Firefighters and Paramedics local. (Home Front Heros) received $1,777.80 which is under Lee County Sheriff office.

There was discussion regarding the accident at Herons Glen BLVD. Joyce Gillespie notified Craig Woolley. Craig notified SSEP/CERT members and responded to the scene to provide traffic control.
SSEP’s subcommittee, The CERT team held their meeting on 2/23/24 right after the SSEP meeting.

Dave Kemp stepped down from the SSEP, he and his wife will be moving back to NJ early March. The SSEP wished Dave and his family well and thanked him for his time on the committee.

The next SSEP Next meeting will be held on March 22nd, 2024.

There were no yard waste violations reported in February.

Communications Committee Report to the HOA Board March 6, 2024

Meeting held on February 21, 2024

Craig Woolley, SSEP Committee Chair, and Jo Moyer, SSEP Committee member, attended to discuss how the Communications Committee might work with them. Jo and Karen Willis already write and submit articles to Joyce for the Weekly Bulletin and to the newspaper when appropriate. Linda will make sure that Jo’s email is added to the monthly HG newspaper article deadline reminder that is sent out.

Linda mentioned that the Committee was reviewing information around emergency contact listings and databases so that the HOA knows who to contact and to whom information can be released if a resident is unable to do so. Craig will check on the File of Life or similar information possibly available from the Fire Department or Sheriff’s Office.

The group was informed that the HG Governing Structures document prepared by the Committee has been approved by both the HOA and the HGRD. The document is now available on the HOA website. An article in the upcoming HG newspaper will discuss differences between the HOA and the HGRD and will include information about how to link to the document on the HOA website.

The HOA website links for the Grounds and ARC process flow documents are also now live. Linda presented a draft article that may be used in the HG newspaper to explain how the two committees work and provide the links on the HOA website. Comments from the Committee will be incorporated and then the draft article will be sent to Mary Kelley (also on ARC) and Andrew Cohen, ARC Chair, and Mary Wright, Grounds Chair, for review. It can then also be published in the weekly HOA Bulletin and made available through the HOA Office and the ARC and Grounds Committees as well.

The Committee discussed the revised Annual Meeting Attendance Proxy form that the HOA has utilized. Mike will incorporate the latest comments and send a revised form to Committee members for final review. If edits look good, Linda will send on to Joyce for legal review.

The Committee has agreed to cancel the August 2024 meeting.

The next meeting would normally be held on Wednesday, March 20, 2024. Because that date conflicts with the Pretty in Pink lunch, the next meeting will be held on Wednesday March 27, 2024, at 1:00 pm in the HOA Conference Room.

The ARC received 54 applications for the month of February with one placed on hold for additional information and the one application denied.

Reminder:

The application and support documents must be submitted by the homeowner (not the contractor) to the HOA Office.

• Owners are not permitted to allow work to be started on their project until the ARC has reviewed and approved the application.

• Any work requiring a county permit must have the permit posted on the job site.

• Contractors are not permitted to post a sign on the property.

This month the HOA Board will consider a recommendation from the SSEP Committee regarding registration and regulation of golf carts and low speed vehicles that use our roadways.

We now have approximately 25 engraved memorial pavers in our Memorial Garden which was approved and constructed over the last few years. The pavers in this garden offer an opportunity for residents to remember their loved ones who have died and who were residents of Herons Glen. If this is of interest, there are forms in the HOA Office for this dedication. There is also a section within the Memorial Garden dedicated to the volunteers who have and are serving our community in the name of Cindy Farley who “Forever set the standard for Volunteerism”.

Due to the response Waste Connections received at their Firewise table, they have scheduled a presentation for March 29th at 11:00 am in the Ballroom to discuss their mission & purpose and to review their operation including controlling and mitigating any emissions. Herons Glen residents are encouraged to attend.

I want to remind everyone to obey the stop signs and speed limits within our community and stay alert whether you are driving, operating a golf cart or other vehicle, biking, jogging or walking and watch out for others.

Parking and Vehicle Rules & Regulations

To help ensure the safety of our residents and guests, in addition to the vehicle restrictions in Article XIII, Section 2 of the Declaration, the use of private vehicles on Association property, and the roads of Herons Glen, requires compliance with the following rules.

Automobiles:
1. Owner or occupants residing in a Unit must register their vehicles with the Association office.
2. An automatic gate barcode may be attached to the driver's side of the vehicle.
3. No more than two vehicles shall be parked in driveway serving any unit on a regular basis. A car shall be deemed parked on a "regular basis" if parked in such driveway more than seventy-two hours in any seven-day period without prior approval of the Board of Directors.
4. Commercial vehicles, vehicles with commercial writing on their exteriors, vehicles primarily used or designed for commercial purposes are not permitted to be parked in the driveway.
5. Mobile homes, trailers (either with or without wheels), campers, camper trailers, motor homes, recreational vehicles, ATVs, boats and other water craft, and boat trailers are not permitted to be parked in the driveway.

Privately Owned Carts:
1. Owner or occupants residing in a Unit with private carts must register with the Herons Glen Recreational District (“HGRD”) through its established procedures.
2. Private carts must be electrically powered and equipped with headlights and taillights or reflectors if used after dusk.
3. Private carts must meet Safety Standards (ANSI). These standards are available for review in the Association office.
4. Each operator of a private cart must be at least 18 years old or have a valid driver's license.
5. This section is not applicable to service vehicles operated by the HGRD and/or Association.

All vehicles including automobiles, carts, mopeds, bicycles, motorcycles, RV's or other mode of transport:

Owners or occupants residing in the Unit will be held fully responsible for any and all damages caused by the Owner/occupant or their negligence, or by that of their family or guests. The costs resulting from any and all such damages, including legal fees incurred by the Association, will be charged to the Owner’s Lot as a User Assessment under Article XI of the Declaration.

1. All must obey traffic signs and/or other posted traffic and parking instructions.
2. All vehicles must use caution when in the area of other vehicles or pedestrians.
3. No vehicles may be stored or left overnight on any Common Areas, including streets. (See the Security Policy for exceptions to this rule for RVs, Enclosed Trailers and Boat Trailers.)
4. No stored vehicles are permitted on any lot without the prior approval of the Board of Directors. (See Article XIII Section 2 paragraph (a) of the Covenants.)

Violations:

Parking violations

Parking citations will be issued by the Herons Glen HOA Roving Patrol Officer. Citation will be placed on the vehicle. A copy of the citation will be provided to the HOA Office.

1. 1st citation issued for street parking will be a warning to the Lot Owner.
2. 2nd citation issued for street parking will result in a $25.00 fine to the Lot Owner.
3. Additional citations for street parking will result in a $25.00 fine to the Lot Owner each time a citation is issued.

Violation of the Parking and Vehicle Rules & Regulations may result in additional action by the Association board and/or management as allowed by the governing documents of Herons Glen. Further, vehicles in violation of the Governing Documents may be towed or booted by the Association at the Owner’s expense. No notice is required prior to towing or booting other than the existence of appropriate signage as may be required by Florida Statutes.

Just a few Safety tips for Spring.

1. Check, Test & Inspect Smoke Alarms & Carbon Monoxide Detectors

When the clocks “spring forward” one hour with Daylight Saving Time, it’s also wise to check and inspect your home’s smoke alarms and carbon monoxide detectors. Ensuring they work efficiently. Batteries can be the difference between injuries, damage, and even fatalities.

It’s important to listen for specific beeping and chirping sounds, both of which have distinct tones signifying potential issues such as emergencies, low batteries, or device replacement.

Having a strategically placed fire extinguisher within reach of the kitchen or other cooking areas is also recommended. Like other fire and life safety devices, these should be inspected yearly for expiration dates and working order.

Directly connect carbon monoxide and smoke detectors, (if possible) to your security system’s service for immediate responses from local law enforcement and emergency personnel.

2. Clean & Reposition Outdoor Security Cameras

It’s crucial to review placement and positioning of outdoor security cameras around your property. This ensures suspicious activities and unwelcome intruders appear on video feeds.

A clearly positioned doorbell camera can at your front door will clearly identify any packages a theft may walk off with. Often occurring during daylight hours, these so-called “porch pirates” keep watch for unattended deliveries.

When properly positioning outdoor security cameras, A General recommendation is mounting these devices between 8 and 10 feet from the ground. This is low enough to capture even the smallest details, while keeping thieves at bay.

Placing security cameras away from obstructed areas is best for avoiding distorted or blocked imagery and video.

Herons Glen HOA Activities Committee Monthly Report to the HOA Board

The HOA Activities Committee met on Thursday, February 15, 2024. The meeting was called to order by HOA Board Liaison Denise Fell at 10:00 AM. In attendance: Bernadette Schirra, Shirley Hrabar, Suzanne Offutt, Joyce Lipkin, Janet Norris, Donna Piascik and Debbie DeFazio. Sue McCoy had an excused absence.

• The Activities Fair was held on January 21, 2024. 30 groups were represented at the event including the HOA Activities, Grounds and ARC Committees. It was agreed if we hold the event next year, we will shorten it from three hours to two hours. Denise to discuss with Joyce what can occur at this event (selling items, raffles) which will help define who can request a table.
• The annual Shredding Event was held on Monday February 12, 2024, from 10-11:30 a.m. Iron Mountain collected 3400 lbs. of paper from Herons Glen. More traffic control is needed for next year.
• 28 Herons Glen Residents attended the computer class for Seniors held on February 20,2024. Residents found it very informative and were glad they attended.
• The Welcome Committee held a Meet and Greet for new Residents on 2/2/2024. 18 Residents enjoyed coffee and donuts while sharing stories and asking questions about Herons Glen.

Upcoming events

• Bark Avenue Extravaganza is scheduled for April 14, 2024, from 1:00 p.m. to 4:00 p.m. Event includes, Dog fashion show, Glamour shots of your pet, Raffle to win a hand painted pet portrait painted by our own Activities Committee Artist, visit from Robbie the Robo Dog and Ambassador Dog, Lieutenant Hope from the Lee County Sherriff’s department, Sherriff’s Office Ice Cream Truck, vendors and much more. Sign up to begin in mid-March. Denise to meet with Joyce to define a clear process for soliciting donations and allowing vendor tables for the event.

Possible future events

• We are working with Peace River Wildlife and Animal Refuge Center to develop a Herons Glen event. Currently coordinating with HGRD for use of Parking Lot and outside area near Ballroom.
• The committee is researching holding a Homes & Garden Trade show early next year in place of the Activities Fair. Committee members recently attended the show held at Pine Lakes and will be attending the Fort Myers Home & Garden show in March. More information with be forthcoming.
Next meeting to be held on March 21, 2024, at 10:00 AM in the HOA Conference room.

The Blue Stream Cable & Internet services is not changing and they do not have a new name.

Residents may be seeing utility mark outs on the road or across their lawn. This is related to CenturyLink Lumen Technologies using their public utility easements to install fiber optics. The company name you may see is Quantum Fiber or Q.com or Ivy- IVY H Smith

The developer of Herons Glen provided public utility easements for water, sewer, cable, and telephone in the in the mid 90’s.

CenturyLink is the company that provides the land line telephone services and for a while also IP TV. At one time, they also had a relationship with the prior company Broadstar in delivering fiber optics to the community through Broadstar’s fiber lines.

CenturyLink has gone through several name changes over the years from Sprint to Embarq then to CenturyLink now Lumen or Quantum. They have a public utility easement in the community. It appears, they are installing fiber optics throughout Lee County and Charlotte County.

How does this affect Herons Glen? The community has a bulk contract for fiber-optic services with Blue Stream. This service will remain in place. Residents do not need to contact the other company or make any changes to their service. It has no effect on the Blue Stream contract obligations to provide service, which includes for the HOA to pay for bulk basic services for all units through the assessment fees.

Quantum (CenturyLink) after the construction is completed will be able to provide Internet or telephone services to anyone who wants it or currently has CenturyLink telephone. Residents are free to use a different cable, internet, or telephone service if they would like, but will still have to pay for the Blue Stream bulk contract basic cable and internet services charged in the HOA assessment fee.

We are seeking more information from Quantum, their easement, and obligations during this process and will inform the community as soon as possible.
