Parking and Vehicle Rules & Regulations

To help ensure the safety of our residents and guests, in addition to the vehicle restrictions in Article XIII, Section 2 of the Declaration, the use of private vehicles on Association property, and the roads of Herons Glen, requires compliance with the following rules.

Automobiles:
1. Owner or occupants residing in a Unit must register their vehicles with the Association office.
2. An automatic gate barcode may be attached to the driver's side of the vehicle.
3. No more than two vehicles shall be parked in driveway serving any unit on a regular basis. A car shall be deemed parked on a "regular basis" if parked in such driveway more than seventy-two hours in any seven-day period without prior approval of the Board of Directors.
4. Commercial vehicles, vehicles with commercial writing on their exteriors, vehicles primarily used or designed for commercial purposes are not permitted to be parked in the driveway.
5. Mobile homes, trailers (either with or without wheels), campers, camper trailers, motor homes, recreational vehicles, ATVs, boats and other water craft, and boat trailers are not permitted to be parked in the driveway.

Privately Owned Carts:
1. Owner or occupants residing in a Unit with private carts must register with the Herons Glen Recreational District (“HGRD”) through its established procedures.
2. Private carts must be electrically powered and equipped with headlights and taillights or reflectors if used after dusk.
3. Private carts must meet Safety Standards (ANSI). These standards are available for review in the Association office.
4. Each operator of a private cart must be at least 18 years old or have a valid driver's license.
5. This section is not applicable to service vehicles operated by the HGRD and/or Association.

All vehicles including automobiles, carts, mopeds, bicycles, motorcycles, RV's or other mode of transport:

Owners or occupants residing in the Unit will be held fully responsible for any and all damages caused by the Owner/occupant or their negligence, or by that of their family or guests. The costs resulting from any and all such damages, including legal fees incurred by the Association, will be charged to the Owner’s Lot as a User Assessment under Article XI of the Declaration.

1. All must obey traffic signs and/or other posted traffic and parking instructions.
2. All vehicles must use caution when in the area of other vehicles or pedestrians.
3. No vehicles may be stored or left overnight on any Common Areas, including streets. (See the Security Policy for exceptions to this rule for RVs, Enclosed Trailers and Boat Trailers.)
4. No stored vehicles are permitted on any lot without the prior approval of the Board of Directors. (See Article XIII Section 2 paragraph (a) of the Covenants.)

Violations:

Parking violations

Parking citations will be issued by the Herons Glen HOA Roving Patrol Officer. Citation will be placed on the vehicle. A copy of the citation will be provided to the HOA Office.

1. 1st citation issued for street parking will be a warning to the Lot Owner.
2. 2nd citation issued for street parking will result in a $25.00 fine to the Lot Owner.
3. Additional citations for street parking will result in a $25.00 fine to the Lot Owner each time a citation is issued.

Violation of the Parking and Vehicle Rules & Regulations may result in additional action by the Association board and/or management as allowed by the governing documents of Herons Glen. Further, vehicles in violation of the Governing Documents may be towed or booted by the Association at the Owner’s expense. No notice is required prior to towing or booting other than the existence of appropriate signage as may be required by Florida Statutes.

Just a few Safety tips for Spring.

1. Check, Test & Inspect Smoke Alarms & Carbon Monoxide Detectors

When the clocks “spring forward” one hour with Daylight Saving Time, it’s also wise to check and inspect your home’s smoke alarms and carbon monoxide detectors. Ensuring they work efficiently. Batteries can be the difference between injuries, damage, and even fatalities.

It’s important to listen for specific beeping and chirping sounds, both of which have distinct tones signifying potential issues such as emergencies, low batteries, or device replacement.

Having a strategically placed fire extinguisher within reach of the kitchen or other cooking areas is also recommended. Like other fire and life safety devices, these should be inspected yearly for expiration dates and working order.

Directly connect carbon monoxide and smoke detectors, (if possible) to your security system’s service for immediate responses from local law enforcement and emergency personnel.

2. Clean & Reposition Outdoor Security Cameras

It’s crucial to review placement and positioning of outdoor security cameras around your property. This ensures suspicious activities and unwelcome intruders appear on video feeds.

A clearly positioned doorbell camera can at your front door will clearly identify any packages a theft may walk off with. Often occurring during daylight hours, these so-called “porch pirates” keep watch for unattended deliveries.

When properly positioning outdoor security cameras, A General recommendation is mounting these devices between 8 and 10 feet from the ground. This is low enough to capture even the smallest details, while keeping thieves at bay.

Placing security cameras away from obstructed areas is best for avoiding distorted or blocked imagery and video.

Herons Glen HOA Activities Committee Monthly Report to the HOA Board

The HOA Activities Committee met on Thursday, February 15, 2024. The meeting was called to order by HOA Board Liaison Denise Fell at 10:00 AM. In attendance: Bernadette Schirra, Shirley Hrabar, Suzanne Offutt, Joyce Lipkin, Janet Norris, Donna Piascik and Debbie DeFazio. Sue McCoy had an excused absence.

• The Activities Fair was held on January 21, 2024. 30 groups were represented at the event including the HOA Activities, Grounds and ARC Committees. It was agreed if we hold the event next year, we will shorten it from three hours to two hours. Denise to discuss with Joyce what can occur at this event (selling items, raffles) which will help define who can request a table.
• The annual Shredding Event was held on Monday February 12, 2024, from 10-11:30 a.m. Iron Mountain collected 3400 lbs. of paper from Herons Glen. More traffic control is needed for next year.
• 28 Herons Glen Residents attended the computer class for Seniors held on February 20,2024. Residents found it very informative and were glad they attended.
• The Welcome Committee held a Meet and Greet for new Residents on 2/2/2024. 18 Residents enjoyed coffee and donuts while sharing stories and asking questions about Herons Glen.

Upcoming events

• Bark Avenue Extravaganza is scheduled for April 14, 2024, from 1:00 p.m. to 4:00 p.m. Event includes, Dog fashion show, Glamour shots of your pet, Raffle to win a hand painted pet portrait painted by our own Activities Committee Artist, visit from Robbie the Robo Dog and Ambassador Dog, Lieutenant Hope from the Lee County Sherriff’s department, Sherriff’s Office Ice Cream Truck, vendors and much more. Sign up to begin in mid-March. Denise to meet with Joyce to define a clear process for soliciting donations and allowing vendor tables for the event.

Possible future events

• We are working with Peace River Wildlife and Animal Refuge Center to develop a Herons Glen event. Currently coordinating with HGRD for use of Parking Lot and outside area near Ballroom.
• The committee is researching holding a Homes & Garden Trade show early next year in place of the Activities Fair. Committee members recently attended the show held at Pine Lakes and will be attending the Fort Myers Home & Garden show in March. More information with be forthcoming.
Next meeting to be held on March 21, 2024, at 10:00 AM in the HOA Conference room.
